| Can not edit or delete photos
Can not edit or delete photos as user or admin. I have checked the permissions.

what do you mean by this? You have triple checked permissions.
admin can edit or delete a photo always and users if you set they can edit and delete they should be able to.
I took a quick look at my test setup and I am able to edit or delete.

You have verified whatever group that test user is in has under admin edit usergroups edit permissions? From what I am seeing you have not.

You added a photo and I can edit it and delete it, but I can not delete the one that I added as the admin.

You have not set permissions that regular users can edit or delete photos from what I am seeing.
You can pass along admin details through email if you want to the company.

I deleted the photo and it is still there. I set it do registered users can edit photos.
