Don't know if this is possible right now, I mean, administrator or permitted user group could create keywords. But registered users or certain groups would only use the predefined.
Guess it's not that easy, but would be nice if you type and the little box pops-up and shows you the available keywords, just as tags work inside the forums.
Another idea, just that!
