Image deletion moderation

I am having the trouble with members starting to reach their upload limit (I have temporarily compensated for this by raising the maximum amount of images that can be uploaded, counting that other users wont upload at all :P). They want to delete a few of their older images, however, a number of images have discussion around them. I would like a image deletion queue where you can say "If image has => 5 replies auto deny, else if image has != 0 replies, queue, else authorize.

I would suggest to have this as a new option in the final release, as well for the posts.

a new permission as per usergroup for whome can hard delete Images / Posts.
