What that means?

Skip upload and process the files already in your upload directory

I donīt see why someone would fill all fields and then mark this option...

If you uploaded the images into your uploads directory via FTP and weren't using the form to upload an image, you can skip the uploading of an image from the browser and just process the images you placed in your uploads directory.

Some sites do allow their members FTP access, so what used to be in the admin area was moved to the user area. Also, if a user uploads files but doesn't process them completly, this allows them to go back and continue processing files already in their uploads directory.
