Here is an example of what your menubar template would look like removing any conditionals that are in there surpressing the menu when the vb4 plugins are installed.

That will get you the old style menubar template back.
Just to note though your users really should get used to where navigation is suppose to be in a page as this is the standard and has been for many years now. You can view vBulletin, Xenforo or any application coded. The navigation is always the same. Basically a page layout is header,navigation,body,footer.
You are the first person whom I have ever heard you want to be less integrated with a product.
