Category Options

I would like these as category options rather than global options:

Allow users to upload products?

Allow users to post reviews?

Why? Because I have one category that I want users to be able to upload products and another category is customer service so no uploading products is required.

Those are just Global Options listed in Admin => Global Options you can refine your Category Upload permissions in Admin => Edit Categories where you can specific which usergroups can upload review or view the categories for each and every category.
