The phrases table is created in the 4.0 upgrade.

well - I am starting with Version 3.11 and the very first step yield the error listed above - so I guess my answer would be 'no' I have not imported the phrases since I can get to that point where the phrases are imported.

i've attached a screen dump of the existing tables in the database

i'm doing this on my development server so I'll have to give you the ip address for you to insert in your hosts file. I don't perform updates on live sites until I know they work right on my test server first. I'll pm you the info in a minute after I copy up the most recent version of reviewpost.
