Trying to translate to Arabic but the charset is not working

I'm trying to translate to Arabic from edit in language menu but I'm getting wrong view of arabic words in all pages
I've changed the charset to:
UTF-8
arabic windows-1254
arabic iso-8859-6
trying to make it work but no way

is there anything I'm doing wrong?

or reviewpost not supporting arabic ????
