Edit Categories 404

After an upgrade I get blank categories and in the admin Im getting a blank page in Edit Categories and the file is on the server.

Have you uploaded all the files?

For example if you upgraded to 4.1 the category stuff is located in adm-cats.php which is a new file.

I re uploaded the files and the file is there but now I have cats are all [8]

Are you using a beta version not the final?
