error- unable to move file

When attempting to upload a product with a picture we recieve a message Unable to move file [C:\Inetpub\wwwroot\phpupload\php258.tmp] [C:/inetpub/wwwroot/reviewpost/data/66/Humpback_Whale.jpg]
I have confirmed the file is uploaded to the temp folder
This is a windows server so you can't chmod but I have opened up every permission I could find.
Safe mode is off

After playing with this for a while, there is all kinds of info on this error, I'm wondering about the backwards slashes. I tried changing them the other way but they won't hold. I even went into the database and changed them in the setting table and they still revert. using \\ held once except for the one in between data and 66 but it reverted back. Not sure that's the issue but I saw it mentioned once when I googled this error

Your paths should look like this

C:/inetpub/wwwroot/reviewpost/data/

C:/inetpub/wwwroot/reviewpost/uploads

Now as far as permissions your uploads and data folders need to be READ WRITE EXECUTE and all there children as well.

The paths are correct and I have opened up every permission I can find, still no luck, any other ideas?

Thats pretty specific either safe mode is on or permissions are not READ WRITE EXECUTE
