Installation error with pp-inc.php

I get the following error on install:

failed to open stream: No such file or directory in /blah/blah/blah/reviews/pp-inc.php on line 3974

Fatal error: main(): Failed opening required '/blah/blah/blah/public_html/reviews/forums/photopost.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /blah/blah/blah/public_html/reviews/pp-inc.php on line 3974

it's looking for the ppopen.tmpl and can't seem to find it. If i navigate manually to the path I can see the file. All of my settings seem good, any ideas on where to look.

The only thing strange about my forum is that the forums are in the server root, but I've reflected that in the install.

That error tells me you have not uploaded all the files to your server. Double check this
