Your meantioning issues which only affected Photopost and Reviewpost Upgrade scripts before we added this in pp-inc.php and tweaked our upgrade scripts with the cache

This was changed back in 3.1's pp-inc.php about a month ago.
I would suspect your using old upgrade.php and pp-inc.php

That line is in the new pp-inc file, check the FTP data I just sent you and have a poke

Honest, I downloaded 311 fresh and uploaded it to a clean dir. Only files I changed over were config-inc/int.

I'm currently running a 3.01 fileset and DB and trying to update to 3.11.

You did not run the 3.0-3.1 upgrade as noted in the upgrade documentation as he discussed
