Go to your usergroups in your admin panel. Set 'allow posting' to, 'no' for the groups you want to take the right away from.

or

Under 'Edit Settings' <still in admin ctrl panel>

Click 'Show Product Options'. Locate, 'Show quick comments box on products page' and disable it.
