RP 3.01 - Ubb Code Question

Just noticed something different about RP 3.01 versus 2.91 and wanted to know if it was by design.

In 2.91, we could disable the use of HTML in a review but the limited UBBCode and Smilies that were allowed would still work.

In 3.01, it appears that they don't work when HTML is off for reviews.

Is that by design?
