Install does not recognise my admins

I've just setup my install on a test system, told it to use threads for the user system, however when i switch across as an admin user, it does not show it as an admin user, and i cannot access the admin panels...

whats going on? any tips?

I'm not too familier with the 'threads' integration, but i've gotta ask, is this 'test' system localhost or online? - I assume you have doubled checked your cookie settings, domain & path etc?
