Make reviews viewable to all?

I don't want people to have to be registered to see reviews. I don't see an option for that anywhere.

As long as guests can view products they should be able to see reviews.

Yeah that's what I'm not finding. The Guest permissions.

You set category permissions under admin edit categories for each category the viewing permissions.

Well I have it set to let unregistered/guests view and it still insists for a login. I've used vBulletin for years and never had this many little issues setting something up. It's all to do with logins and permissions and it's getting very frustrating.
