Users having admin access?

I noticed something that seems strange to me - I am using 2 browsers, with one I'm logged in as the administrator, and with a different program I log in as a registered user I have set up. I do this to see how my changes look to a user. Sometimes the user gets a page with the Admin link at the top, sometimes not.

Even if l log out completely from both, and am not logged in at all, then log in as the registered user, not the administrator, the Admin link still appears! Why would a registered user see the Admin link at the top of the screen. If I click on that link, it takes me to an Admin page, but it does not have as much on it as my normal Admin page has when I am logged in as the Administrator.

This is a little alarming to me, that a registered user would have any access to any Admin functions at all. What can I do to prevent that?
Thanks

Guess I fixed it - I went to Edit Usergroups, and Registered Users had Mod Access - which kind of scares me. So I changed Mod Access to "No" for them.

All of my users have admin rights, even though Usergroups says that registered users should not... any suggestions?

Yes double check what usergroup they are in and make sure none of the groups they are in has admin or mod access in admin => edit usergroups in photopost.
