Keep getting permissions error

I was trying to update my header.htm file. I kept getting this message

Unable to create or fix permissions for the file: http://www.reviewaceu.com/header.htm

Correct the permissions or set the file path in the Admin Global Options.

I made sure in admin global options that the path goes to this file. I also set the permissions or chmod the file to 777 to allow it to be writable. Still no luck. Any suggestions anyone?

That is a url you need to use a server path in the global options
