The Announcement box text vanishes

If I go to admin > Index Options and write a text with special letters like Æ Ð Ö in The Announcement box and hit submit the text shows up on the Index ok

The page reloads and the box is empty and if I have to save somthing else The Announcement box on the index is empty and all text I have writen is gone.

In adm-misc.php the htmlentities line comment it out like so

well I would have to do further testing.
