"Rate this product" radio buttons, Bug or option?

When an anonymous user posts a review, the "Rate this product" radio buttons appear in the "Add your reviews" section at the base of the page ONLY if no reviews had previously been posted. Once a review has been posted, those radio buttons are gone. If you click the "Post a Review" at the top of the page, then you go to a new page where the radio buttons are there.

My feeling is that users are scrolling down to read reviews then decide to post their own right there on the page. I'd like users to be able to Rate the product via the 1 through 10. Why is that not visible on the product page (showproduct.php) itself?

I know that is the case. The question is why and is there a way to allow that?

You see, in my case I expect a lot of anonymous users to post and I encourage that. I know they are using that lower form to post a rating. Since the radio button 1-10 ratings are averaged for all to see, my end result will be a rating that doesn't reflect the actual rating left by all users on a particular product. Instead the first person to post has a major affect on the rating number.

The thing is it looks like a bug. The "Rate this product" text appears in the table yet the radio button are not to the right of the text. I'd think that if it was designed that way, the text that goes with the radio buttons would also be removed. What I'd really like is to allow the buttons to display with the form regardless of whether somone is logged in or not. Is there anything I can do in the code to change this?

Let me see if I understand something here. I've noticed now that I'm at a different computer and a different IP address that the radio buttons are visible where they were not before on the showproduct.php page. At least on the showproduct.php page. The reviews.php still show the radio buttons. I'm assuming that the IP of a user is tracked if they post a review. Is the reason behind this to prevent a single user from rating multiple products? I'm still not sure I understand the logic if this is intentional.

As stated the radio buttons will appear if a user has rated the product. Hense yes when you where using another IP it showed. This is not a bug and the intended coding of the product
