3.1 Categories problem - no Parent(FIXED)

Installed fresh download of 3.1 today.

When creating sub-categories the "parent" option is not available for any additions in any categories.

The box has no choices whatsover.

dumped everything and tried another complete install, same problem. You can create sub-categories but they show no parent.

Okay find this in adm-misc.php

<select name=\"parent-$id\">$defaultopt$paropts</select></td></tr>";

change to this

<select name=\"parent-$id\">$defaultopt$catoptions</select></td></tr>";
