I think it's because of the ability for a member to be in multiple usergroups (reported problem by my users on a certain usergroup), but for whatever reason it's possible that $fstyle can pickup the value "0" (which never exists), a quick fix is to change the lines in ib2 to:

That way if 0 is picked up (css_0.css never exists) it defaults to the normal template.
