Uploads don't match

Ok here goes. When members have been uploading images quite a lot of the images have ended up in a category we call "Mystery Pictures" Now the members have access to this for uploads so I guessed that they accidentally uploaded to that category. Later I was getting complaints from the members that their pictures were ending up in the "Mystery section" and that they knew that they uploaded the pictures to their own album and not the mystery section.
So I thought this must be a moderator mistake and here's what I found.
I created a moderator account that had super mod access as well but not full administrator.
I waited for some members to upload images and then went to the upload approvals. I signed in (IE7) as a mod and could see that all of the uploads were in the Mystery Section waiting for approval.
I didn't approve them but instead signed in (FF 3.5) as administrator and went to upload approvals. Now like most of you I have an extended desktop and so I looked at the approvals on both screens. My administrators account says that the uploaded pictures were to the member’s album, were as the moderators show that the pictures were uploaded to the Mystery Section. Incidentally the Mystery Section is the first in order of the main categories and that's why it's being highlighted I guess.
The moderators cannot change the dropdown to place the picture into the right category (the user’s category).
Any ideas?
I've put up a screen shot in jpg for you to take a look at and get a better idea about what is happening. The screen shot shows both screens mods and admins and yes this is the same upload.

Your moderators are only going to have permissions to mod categories you approve them for unless you set global admin powers in admin settings in admin

Thats about the only thing I can think

I mean the approval screen just has the category highlighted that the picture is in and you as admin can change it. Mods may not be able to so if users upload to the mystery cat cause its your first uploadable cat they need to start uploading to the proper cat.

Umm... permissions then.
So If I haven't set up mod permissions correctly they cannot see the users album and therefore the script goes for the first in the list of available categories, in this case "Mystery Section"?
What you are saying, if I undertand you is that if I set the mods up right then they should be able to move or approve pictures in the users categories.

EXACTLY

If they are just approving a photo then its going to be approved in the category it was uploaded to.

If they only have say permission to moderate photos in one category they are not going to be able to move it.
