error on install

I'm getting this error when I try to rin the install.php file

Forbidden

You don't have permission to access /gallery/install.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/2.2.11 (Unix) mod_ssl/2.2.11 OpenSSL/0.9.8i DAV/2 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at TOU Port 80

I've read through the forums and the install instructions but I can't get it to work!!
I'm with Bluehost

That means none of your files exist there.

If they did I would be able to access the header.htm file thats in our download package

Make sure your uploading to your webroot.
