Hello the data and uploads directories are suppose to be 777 permissions at every level beneath those directories. The 95 directory under uploads clearly is not 777 permissions. if you ftp to your server and correct permissions he should be able to upload.

You would have to give us a url and admin login to look at your site but your permissions are either incorrect your paths wrong or safe mode is on on the server.

I am having a similar issue... It is an intermittent problem when I try to upload:
Unable to move file [/tmp/phpubcht0]
[/usr/local/websites/**************/******/****/data/161/1avatar_me_ls.jpg]
Sometimes I can successfully upload a test item, then it will give me a similar error that I posted above...
In this instance, the folder '161' does not exist. If I create it and give it '777' permissions, it will work fine. But the next time I try to upload, it will select another folder that does not exist. The only folder that exist under the data directory are:
2
26
27
3
4
5
6
719
720
9
All permissions are set as instructed... Any ideas?

well if safe mode is off I can not say why your directory would not exist but if I where you I would check to ensure all your numeric categories exist under the data directory.

well category 161 for one. I could not tell you whats missing. The only way a category would not exist that I know if is if safe mode was on on the server which means the program will not work.

If I create a folder '161', it will correct this particular upload. But when I try to upload another product, it will try to upload to another folder, which more then likely doesn't exist...

Why is your uploads directory data then? Thats what is throwing off the discussion. You might want to include links and logins so we can comment.
