What could this mean?

well what version of the software are you using? Line 3962 does not correlate to any query for me with our latest code

This is 3962 in the most recent version:
foreach( $Globals['cats'] as $key => $value )

Doesn't seem to be interfering with the site in general.

Well what have you dont recently upgraded?

Without knowing more it is hard to be exact.

I would suggest you make sure you download the latest code and upgrade your site.
