Administrator (and other) rights not recognized

I have a some stange trouble - photopost detecting register user, but does not apply the according rights, anyone logged can only see images, and forum owner can not administrate too (You are not a valid administrator or moderator!). At bottom of galleries list photopost shows right username, therefore i don't think that trouble in cookies.

Help, please !

Please post a url and a regular test user login so we can assist. Without this info all we can do is throw guesses at you

Above error fixed, but now have another error

i'm testing locally under windows yet, i've checked and recheck all path's - slashes etc is right, GD2 is working, also i've tested with mogrify -

what is the error with gd2? Your error is from imagemagick so are you saying gd2 works and image magick does not?

Have you set the data and uploads directories to READ WRITE EXECUTE permissions and guests IUSER AND IWAM have the full control of those directories?
