Changing site URL via PHP files

Can I change the site URL and the forum URL by editting one of the PHP files?

I tried changing the config-inc.php file, but the changes aren't taking affect.

I had 2 domains pointing to the same webspace; a .com and a .net. The .com was the one I entered in for site URL and forum URL. I just recently pointed the .com domain to a new webhost where the forums aren't located.

No, at this point you'd have to manually change the database using a tool like phpmyadmin.
