running with safe_mode = 1

Wouldn't it be possible to let PhotoPost work with safe_mode ON
if you just create the subfolders in the data directory and then chown -R www-data:www-data data/* && chmod -R 777 data/*

But the Question is what is the folderstructur?
vBulletin for example does it like this: for a user with id 301 the folders would be 3/0/1

Photopost does not work with safe mode on. It might be possible if you create the userid uploads directory and make sure whatever categories

uploads/USERID

data/CATID
data/CATID/thumbs
data/CATID/medium
data/CATID/mini

If those directories are created and chmod to 777 for each user and the categories you create it might work but no guarantees. Alot of host's lock down things at several levels like in some safe mode systems the system will drop the upload not allowing a file upload at all.
