Exclamation Custom Head Tags, header tag file appears after <body> [Possible bug] ?

As the title says, while using custom headtags and header files for photopost.

HeadTags include file appear fine before the <body> tag.
but header tag include file appears after <body> tag.

Please post a fix for this issue.

There is no issue with this unless maybe a mod you did is messing with things

An included header file appears fine right after the body tag

Here is the printheader function and clearly shows $header prints before $newheader

kinda weird, but i have the exact code posted above in my pp-inc.php file + I re-checked all the modificaions made to gallery.
But unable to debug this problem, any more clues/suggestions :

No no suggestions as the code above is pretty clear

Print $header

Then if the catheader exists

Print $newheader

found the solution.
I included description in header file and keywords in headtags file ..
Now I have keywords+description both in headtags and works fine.
