Install Step 3 Error...

I am trying to install for the first time and am recieving an error on Step 3. I am trying to use the same database as my forum but tried to enter a fresh install without using existing forum and got same error message. Error message is below. Anyone know what my problem might be? I even tried creating the database manually and user so that the install would just need to access it, and it didn't work either. Thanks!

Could not connect to or create the PhotoPost database.

Be sure your user has permissions to CREATE or create a blank table before hitting REFRESH or go back to Step 1 to check your database settings.

If you have corrected the error, you may hit GO BACK and try again."

make sure the database an user password are correct. If you use a user who has create permissions the database does not need to exist beforehand but the information your entering on the config is incorrect.

That is what this error tells me.
