Users not able to upload photos

I have a few users that are no longer able to upload photos.

One was recently downgraded from an admin to a user, and this PP is integrated with PHPBB, so the user DB is from PHPBB. I have checked he config file and it says allow users to upload photos, so I am not sure what else to do.

If I login as the Admin, I see Upload Photos, but under any User level access i's gone.
