Max Thumbnail Size is Being Ignored

I have the "Thumbnail image max width and height in pixels" setting set to 150. However, this setting is being ignored and extremely large pictures are being displayed for my videos.

Is this a bug?

Actually, it appears the resizing is not working. Think this is an ImageMagick problem?

I'm using GD2, and when I changed the size of my thumbnails, I needed to
Scan Database > Rebuild Thumbnails and then clear cache on my computer.
