Upload problem after upgrade from 4.71 to 5.21(FIXED)

After looking over the forum all night I was unable to find a solution to my problem. After upgrading from 4.71 to 5.21, almost EVERYTHING is working perfect however now all unregistered user are not able to use "Skip upload and process the files already in your upload directory I get "Sorry, you don't have permission to upload photos." However unregistered users can use the upload photo feature on the site and upload files one by one. Before my users would be directed to ftp directory and upload all photo's and come back to the site and process all uploads, however now there receive that error.! I've made sure user and categories have right permission. If you could help I'd be great. thanks.

Here's what I've done so far. Unregistered Users are set to "Allow Uploads", and they are able to do so by using the site "Upload Photo" feature and uploading through the browser. The "Sorry, you don't have permission to upload photos." happens when trying to process files in public directory.
I'm also able to Process files using the admin account and any registered user account but not the unregistered. The Unregistered account public ftp directory is photopost/uploads/0/. Everything worked just fine before the upgrade so I'm thinking something went wrong.

If we can't figure out why I'll take off a few pictures from the site and give you the link Thanks

Okay well unregistered user's doing bulkuploads is not really something anyone would ever consider doing since you dont hand out ftp info to unregistered people. I don't every give regular users this ability let along strangers

Now I show regular users can not upload by bulk because numprocess is missing

You can make these changes in bold. The first bold change needs to be removed. Second change needes to be added

Code:
Content visible to verified customers only.

Well very true that allowing ftp access is risky, I just make sure the account has only access to the upload directory as a the home directory and so worst case scenario would be someone deleting files and messing around in there. Anyways made the changes and the denied permission message is gone and it goes through the upload process just as normal however it never process the images even though it says it did!

Well our software does not give bulkupload ability to unregistered users as I previously stated. Bulkupload is reserved and always has been reserved for admins and in 4.8 or 4.82 I beleive we opened it up to registered users if admin allowed

You can try this though

Forget about the edit above with numprocess

edit bulkupload.tmpl and add the lines in bold meantioned where noted

Code:
Content visible to verified customers only.

I looked all over and can not find the code you posted anywhere in the bulkupload.tmpl file to add your recommendation . I also took the original copy to make sure I have not in anyway have a modded tmpl file. Can you provide me with the tmpl you have or try to verify the code please!
