Upgrading from 5.13 to 5.21
There are so many lists of files to go through, will it hurt to just upload everything and then edit the config files?

Upload everything EXCEPT the config files and maybe header footer or stylesheet if you modified any

Everything? Even the Data and Documentation folders? I just started uploading and then rethought about that...
Sorry if this is a stupid question
but since I'm upgrading everything, I want to be overcautious, LOL.

No, you don't need to upload the data and documentation folders. Uploading the data folder would overwrite your preexisting images, which you don't want.
You also can skip uploading install.php since you are upgrading.
