I think the display was changed to show all thumbnails on one page in order to get around this as the random order was reset whenever you went from one page to the next so it was easy to miss images. I always set the order to "latest" but they still get sorted randomly and its only when the voting is closed that the order changed to "by vote".
I did like using the voting facility, with two or three contests a month it made my life much simpler but had to abandon it in the end because the members were begging for more than one vote. So now I'm back to the old method where they just type *VOTE* in the comments and I have to count them manually - it works and the members are happy
Another drawback with the current voting facility is that you can't vote while commenting like you can with rating. What I found was that because the only time you can vote is while viewing the thumbnails a lot of members got lazy and weren't commenting so the feedback fell dramatically.
