Announcement box will not clear out

I tried to add text to the Announcement box and now want to delete it. I am unable to clear out the announcement box. (Same thing with footer, BTW.)

Please keep instructions very simple as I paid to have the install & upgrades done due to lack of techie ability.

what do you mean it does not clear??

You have a url and login you can PM me I show no issues with this at all on my install nor has anyone posted anything on this
