403 Forbidden error

After upgrade to 5.1 I cant run 2 things in Admin

Scan database and change usergroup

Forbidden
You don't have permission to access /forum/adm-misc.php on this server.

I checked all the file permission and everything looks good. Any idea how to resolve this.

Actually I didn't post the right error, not sure how that happened but here it is:
You don't have permission to access /forum/Member_Photos/adm-misc.php on this server.

I downloaded 5-31-05 build and have it in Member_Photos directory.

As stated where is photopost located? We code things to pull the url photopost directory is running on and the script name so it sounds like your url statement is wrong.

Okay well cant give you an answer on the error thing as it makes no sense if you have uploaded all the new files. Basically if you right click every link in admin now essentially most are handled by adm-misc.php. There are only two things in admin that are handled by other admin scripts the cats editor and user editor. So basically adm-misc.php does everything else now. Please double check and make sure you upload all the 5.11 files to the server on this upgrade

I notice you ran the upgrade script 3 times when upgrading also and none of your pictures display. You will need to restore a photos table backup and rerun the upgrades again.
