Yes, they are logged in and have confirmed account.
I made a regular member account for myself. I could view and upload images but not make comments or rate images. I got an confirmation mail and when I received it I clicked the link to confirm. And in the admion area my regular account + all other accounts was set to Unregistred. So I had manually set them to Registred.

Okay then are comments set to yes in usergroup settings?

I would redownload the build to make sure you have all bugfixes.

All settings are correct, both in edit settings and in edit usergroups. I use the 5.1 version that I just DL a few days ago.

Your saying usergroups say yes to allow comments plus in admin options this is set to yes

Allow users to post comments?

How about in edit category settings?

Yes all permissions in edit category was ok, except I had to check "Check box to apply these settings and permissions to all children:" . After I did this ratings was ok and comments worked. Guess I have missunderstood the term "children". Thought it had something to do with age of members :-)

But after I check the "children" box and save, and then go back, the box is unchecked again!

I tried to register another account not. After registration I get the confirmation mail. I click the link and are sent to the Sign up page again..

Update:
I turned off the e-mail confirmation option in settings and now new members get Registred status.

Redownload the build and upload misc.php and register.php again
