Photos missing after approvals or moves

Upgraded to 5.1 and now when a user uploads a photo, it's there no problem but after the admin does the approval it seems to be missing. I think the photo is still there it just doesn't get moved or processed after the approval. Checked the dir it is supposed to be in after the approval and rights are 777. Any suggetions.

One thing strange is if a administrator uploads a photo it processes it (does not require an admin approval) and works fine.

Can you post an example?

I set my regular usergroup to moderation and as my testing user posted an image to category. Then in another browser logged in as admin approved the photo.

It shows fine.
