why cannot post comment on show photo ?

why cannot post comment on show photo ? i have set to yes in admin-idx.. usual i can post comment and rating and there is no quick reply and reply buttom, please help ...

Check usergroup and category permissions for posting comments and ratings. Looks to me like you have em set to off as if I login I have no ability to post or rate things
