Just installed PP and cant log into admin

I just installed PP pro and can not log into the adm-index.php
I have 2 quesitons. First one is this...

1. Try to log in and it gives me this error.

I am the admin. I am trying to install this in the same database as my Vbulletin forum, so I followed the instructions.

2. it says at the bottom of the of the install, which I did via the web using GD
vbPortal/vBulletin header-inc.php Visual Integration
When I open that file it says

open header-inc.php and follow the instructions there.

There are no instructions there, do I need to copy the .php into the header area on the Vbulletin side? or am I just dumb? I am lost.
