Upload and comments approvals

Ok, where are the options to set up the upload and comments approvals in the admin?

Im being doing some tests and register users can leave comments/upload photos without moderation..

You could alter the quickcom.tmpl and comments.tmpl files and add an html row stating all comments requires require approval

Thats not php. Edit the html template and add the appropriate html where you want it displayed.
