only registered users can view image, but having issues for some

About 3% of my users email me saying they can not view images, only thumbnails. When I have them turn off their IE cookie security it works fine in most cases. I have vb3 and pp integrated with identical cookie settings. Why is it some users are not seen by pp? thanks!

oh yeah, i only want registered members to view images so do not want to turn that off..

I'm not sure why they wouldn't. Since the same code is being executed and works for 97% of the people, I'd say that something about those 3% and their configuration is causing the issue.

maybe i should post my pp and vb3 codes here which files contain cookie settings? thanks!
