4.8.2 Having Trouble Modifying config-inc with Admin Panel

I've just changed servers. I am having trouble when I try to use the panel to modify config-inc to turn the gallery on and off. I have tried changing permissions (777 and 755) on config-inc, but it doesn't seem to work and after submitting I go to an Internal Server Error page in the main panel.

The current configuration loads ok, it is just on the save operation that things go awry.

Usually the config would be set to 666 to be writable although 777 would work
