Mogrify can't thumbnail photos...

Permissions look fine. Paths are correct. Mogrify is there. What could be the problem here?

Oh and I just moved it from old server, changed all the paths, reimported the SQL tables.

Have you checked to ensure the uploads and data directories as well as subdirectories are 777

error 1 is a permissions error. Could be the jpeg libraries are missing

Have you tried uploading a gif image and does that get created? if so you need to compile imagemagick with jpeg support

I uploaded a thumbnail that was not needing to be resized with no problem it isn't a permissions error. I'll do what you said.

As stated it is permissions. Your mogrify does not have the libraries necessary to process the file. Of course a photo that is below the thumb size uploads fine as mogrify never touches it.

Does GD work fine?

I found if I used the shorter path (/usr/bin/mogrify) instead of home/virtual/site#/var/fst/usr/bin/mogrify, it cure the problems I had when getting the code 1 error.
