Red face New to all of this need a little help

I just got the license for the photopost php pro, this might sound stupid but..
how do you get all of this started? do I need to have a server? (which I have but according to my internet carrier am not allowed to use- Win 2000 server)
do I begin buy setting up on my server then upload it to my web host (powweb)??? do I set it up with the web host directly on their server?? Im very confused as to how to get started with all of this??
can anyone give a little advice on where to get started?
how to begin to creat the forums and attach it to my webpage???
