Thumbs show but pics don't, after move to new server

I moved a site to a new server and everything is working except the pics, the thumbs show but the pics don't.

I adjusted the TMPL_PATH to fix another problem but I can't figure out this one.

I've updated all the paths in the admin to point to the correct install directories

Any suggestions?

Apache Server version: Apache/2.0.40
Open_Basedir is commented out in php.ini, but phpinfo shows a path for it

Turn off spider-friendly-urls in your admin panel.
