That is usually caused by not having all the required files uploaded.

Especially check templates

Reupload everything except the config-inc.php

Yep most likely template files. You can have all the php files in the world but if you have not uploaded the template what is there to print out on the screen

now ......... I have a nother problem "PhotoPost says I am logged in, but when I go back to the main page I am not logged in."

I double checked my vB3 License Number and its ok.

and am the admin and when logged in to admincp it takes me direct to the main page not admincp.!!

any help?

I have this message when upload photo:
"Sorry, you don't have permission to upload photos. "

for the admin and users, and where is the administrative control panel? this one adm-index.php does not allow to edit any of the gallery features?
