You can set whether uses can rate photos and display the quickrate bar in Admin => ShowPhoto Options.

It was on chuck but not showing.. or at least on side bar thing stars are there but not clickable?

The stars are not going to be clickable if your viewing your own stuff. I would suspect that is your issue. Sometimes its the simple things that trip us up.
